The "Particulars of Office" sent to me, clearly enunciate those duties;
"To assist the Harbour Master" "in his several duties of Harbour Master, Marine Magistrate, Emigration" "and Customs Officer, and to undertake" "the whole of those duties during the Harbour Master's absence". (Copy annexed).
5. Reference to the Colonial Office list, certainly showed that the local appointment of Collector of Light dues, was usually conferred on the Assistant Harbour Master, and on arrival here, I found that Ordinance 8 of 1879, Section XXXI, Part II, provides for an officer being appointed.
4. On resuming office here, I found I had to discharge the duties of "Collector of Light dues" without receiving any remuneration whatever for that separate office, and though not named in my appointment, in any way. The duties of this office have recently very largely increased in importance: last year, the average monthly payments were about $2600; during the four months I have been in the Colony, the average payments into the Treasury have been $7000 each month.
This increase is the result of the Light dues having been raised, and though only temporarily, still in view of the enhanced responsibility entailed upon me, to receive no remuneration otherwise legitimate for it, is a grievance, which I most respectfully submit with which to approach Your Lordship, bearing in mind that locally I...
